i don't think we want to change this for stable/14 really (unless manu has
other ideas?) since pkgbase was still experimental there, but i think this
should be fixed in 15 now: tr has been in -runtime (not -utilities) since
0fb9d5786bff57a7d5b2056fdbc1baaec9406885 and the rc script /etc/rc.d/utx which
calls utx is now part of -acct, which is also where /usr/sbin/utx is installed.

is there anything more to do here?
