bug? "PAM auth succeeded when it should have failed"

I've done a number of clean installs of FreeBSD 14.2 (I'm testing hardware) with only sshd enabled. When I do a password login on ssh I get the following message: sshd[pid]: fatal: Internal error: PAM auth succeeded when it should have failed It's easy to ignore as the login does work (as the message suggests). I certainly haven't been monkeying around with PAM. I'm literally installing from a memory stick, logging in on ssh and using dd to test drives can read/write. I assume this is a bug of some kind in the clean install PAM configuration but I can't see what it is. Any ideas? Thanks, Frank.
