I didn't read the rest of your email after that last sentence above.
I could be wrong, but to upgrade a -RELEASE version, you don't need
buildworld and such. You need freebsd-update.
And you need to upgrade from 12.4 -> 13.x -> 14.x stepwise.
So you can start with:
