AUTHORS
The tcp_bbr congestion control module was written by Randall Stewart
<rrs@FreeBSD.org> and sponsored by Netflix, Inc. This manual page was
     written by Gordon Bergling <gbe@FreeBSD.org>.

Now how bbr differs from bbr2 is unknown to me, but you can contact
the author to ask such a question and get an answer right from the
horse's mouth.
