I had the same hesitation for my fileserver.
I decided to migrate to 13.2 despite of the known bugs. I don't use
advanced features, so I could have migrated the machin to UFS2 (And
I was prepared to do so). To my surprise, everything went up fine: my
fileserver works well. :)
