According to documentation:
https://www.freebsd.org/cgi/man.cgi?w(1)
"The load average numbers give the number of jobs in the run queue
averaged over 1, 5 and 15 minutes". So it is *averaged*.
Which means that for a load of 0.20, the run queue should have a job
in it 20% of the time. That's not what I see in `top`...
