freebsd-update error from 12.2-p7 to 13.0-p4

Hi,

I saw this near the end of the update:

# /usr/sbin/freebsd-update install
src component not installed, skipped
Installing updates...ln: ///usr/share/man/man8/bootpd.8.gz: No such file
or directory

This is on a vm that has been maintained with freebsd-update only.
There's no /etc/src.conf and there are no sources. The installation
seems fine otherwise.

any reason for the output?
