Update to 1.17.1 with splitted docs
- Update science/py-scipy to 1.17.1
- Drop SF from MASTER_SITES, not used anymore.
- Split docs to a separate port science/scipy-docs.
- Introduce SCIPY_VER and use it in py-scipy scipy-docs ports to keep them
synced.
