Update to 1.17.1
Changes since the previous patch:
- Update science/py-scipy to 1.17.1
- Drop the fix for i386 (already included in 1.17.1).
- Split docs to a separate port science/scipy-docs, so it can be shared across
flavors. There is no docs tarball for 1.17.1 yet, use 1.17.0 meanwhile.
