I am closing this bug as obsolete. The reporter was on FreeBSD 11.3
(end-of-life) with an old toolchain that lacked llvm-ar. Python 3.8 has been
removed from the ports tree, and LTO defaults were changed via bug #263353.
herbert correctly identified at the time that FreeBSD 11.3 was unsupported.
