I'm closing this as it involved Python 2.7 (now end-of-life and removed from
ports) with a custom-compiled Python on FreeBSD 12.0-CURRENT armv6 from 2017.
The "still relevant?" question from 2019 went unanswered. py-setuptools is now
at version 63.1.0, and the reported version was 38.2.5.
