I am closing this bug because the primary objective (update py-matrix-synapse
to 1.85.2) was committed in June 2023. The bug was kept open for follow-up work
on simplejson and pyicu issues, but no progress has been made in nearly 3
years. The remaining patches are obsolete, and py-matrix-synapse is likely far
beyond version 1.85.2 at this point. If the simplejson/pyicu issues persist,
they should be filed as separate bugs.
