py-setuptools 78.1.1

portmgr, I'd like to request an exprun for this patch to see what breaks.

78.1.1 is the version Debian is shipping in stable, testing, and unstable [1]
as well as Fedora 43 [2].  So it is a good base to draw support and patches.
