Given your CPUs this is most likely not related to the numpy issue that
manifests on amd64/i386 without SSE4. However, _multiarray_umath.cpython-311.so
is from numpy.

Those lines from meson configure are only for checking to see which dispatched
routines can be built based on compiler support of the build environment, not
the baseline.
