Yes, this is the important part IMHO.  The python project formally lists 3.11
as receiving security fixes:

https://devguide.python.org/versions/

but yet it's been weeks and there's still no 3.11.14. So de jure it gets
security fixes, but de facto it does not.

Given this unfortunate reality, FreeBSD's default should therefore be increased
3.13 or newer.
