The issue you are referring to is not the subject of this bug. I will admit the
missed merge to quarterly for the latest 3.11 release was an oversight. We just
need to remember to also commit updates to quarterly at the same time as main.

The subject of this bug specifically refers to stuff that originated upstream
that has lagged behind on review, approval/commit and releases.
