update to 1.17.0
We could update SciPy to 1.15.x, to the last release which supports Python
3.10. However, we don't have numpy and scipy packages for py310 for some time
and nobody complained. Moreover, py311-scipy package was broken almost for
three weeks after recent cython update (see bug 292844). Therefore, I propose
to drop py310 flavor from SciPy port and update to 1.17.0 directly.
Charlie, what is your concern about numpy?
