The build environment was a chroot environment with a fresh installworld, and
then building a lot of ports in dependency order.

When you write "temporal separation", I read that as "not concurrent." That is
what adding a dependency does, one build must finish before the other starts.
You seem to be implying something more, like an environment for building
py-wheel without py-setuptools, and an environment for building py-setuptools
without py-wheel.

If there really are requirements like that, it seems that they should fixed
(however that is done), or expressed in the port, so that there is a meaningful
error when a prerequisite isn't met.

I don't know about the Python details. My aim is to remove things that get in
the way of a non-Python goal.
