Update to 2.36.15

Update to 2.36.15

* Disable launching a browser by default for `aws login` / `aws sso login`.
  For FreeBSD users, launching a browser is generally not desirable.
  When no graphical browser is available, AWS CLI falls back to `w3m`, but this
does not work in practice.
* Fix a build failure caused by a version mismatch between `pip` and
`ensurepip` (the embedded `pip` bundled with Python).
* Relax version constraints for several Python modules.
* Adjust the test suite so that `make test` passes.
  * Skip integration tests.
  * Ignore unnecessary warnings (known issues).
  * Fix tests related to the `XDG_*` environment variables.

  * As a result, the unit tests now pass successfully.
* Work around dependency issues with older package versions.
  * Introduce `devel/py-wcwidth0214` because the current `devel/py-wcwidth` is
too new and is incompatible.
  * Make `devel/py-prompt-toolkit-wcwidth0214` depend on `devel/py-wcwidth0214`
accordingly.
  * This is a temporary workaround and needs further discussion. Comments are
welcome.
    At least, make devel/py-prompt-toolkit-wcwidth0214 a slave port of
devel/py-prompt-toolkit.
* Fix `make check-plist` consistency errors.
