If you use non-default Python you build packages yourself I suppose. In this
case you can disable DOCS option for ports which rely on sphinx. I'm not sure
about introducing special option for sphinx generated docs. Doxygen port
depends on heavy TeX packages, that was the reason to have dedicated DOXYGEN
option.
