[PATCH] devel/py-pip: Update to 26.0.1

Update to 26.0.1:
* Build manual pages, and HTML documentation
* Update, and tidy up Python wheels for the test framework
* Use ${DISTVERSION} over ${PORTVERSION}
* Use devel/nox for testing, as per upstream recommendation
* port(clippy|fmt|lint) housekeeping
* Remove patch-setup.py
