update devel/py-setuptools to 82.0.1
I am now porting pgadmin4 (cf. bug 261652) and one of its dependencies is
requesting setuptools newer or equal to 77.0.3 which is newer than current
63.1.0.
Thus I am submitting port update patch and request an exp-run.
Do I need to discuss it with some commiters in freebsd-python mailing lists
before requesting this?
