There is no path forward to numpy-2.x this way.

In November the exp-run proved that there was only a small handful of ports
that required numpy-1.x. They should just be removed and math/py-numpy should
be updated to 2.x

The list from GitHub that you mention isn't correct and doesn't matter. exp-run
results is an experimental point proving lack of numpy-1.x only ports.
