Please remove cmake from your environment and try again. meson is probably
preferring cmake for dependency detection over pkg-config, and it looks like
cmake is not executing properly here.

This part is unspoken, but building all Python packages in a live environment,
ie without isolation like jails (eg poudriere), Python virtual environments,
etc, is not supported or a good idea.
