Upgrade to numpy-2.3.2, keep numpy1 is a side folder

${PYNUMPY} needs to stay on numpy1, the variable is to be deprecated.

CONFLICTS_INSTALL as shown results in conflicting with itself.

Unless I missed something, there should be more SHEBANG_FILES, namely under
f2py unless they have been removed or fixed.

Not sure if the numpy.test() method is the most applicable for this situation.
