[Bug 285930] devel/py-setuptools fails to build ERROR Backend subprocess exited when trying to invoke get_requires_for_build_wheel

I can confirm that devel/py-setuptools fails to build if py311-wheel-0.45.1 is
present on the system, even if it uses py311-wheel044-0.44.0_1 as build
dependency, so something is wrong. 

I know that Poudriere avoids similar problems due to the isolate build process,
but if vanilla ports tree 'make build' in live system does not work something
is clearly amiss (compared to the expected behavior from FreeBSD system).
