Yes, HA requires python 3.13+, and all dep py ports must be same python ver.

Probably there is some ports that does not work with 3.12 so 3.11 is set as
default in times while 3.14 exists in ports tree.

You can try to play with HA Makefile to remove few py bootstrap deps, but any
way lang/python 3.13 is must have to run.
