Is hardcoding TLS to 1.2 still necessary? It prevents py-matrix-synapse on
FreeBSD to communicate with other homeservers over TLSv1.3. There's feedback in
synapse's github that removal of post-patch results in functional synapse, at
least on 14.1-RELEASE:
