textproc/py-sphinxcontrib-serializinghtml: Update to 1.1.10

Update to 1.1.10:
- Add python to ${CATEGORIES}
- Add test component
- Prefer ${DISTVERSION} over ${PORTVERSION}
- Switch to PEP517 build
