Booting FreeBSD 13.0R on IBM 9407 (POWER5+) - loader hangs

I was recently gifted an IBM 9407-515 which now lives in my homelab.  It appears to be a slightly newer version of this machine:  https://wiki.freebsd.org/powerpc/IBM9133
I am trying to install and run FreeBSD 13.0-Release on it.  I have learned that it will not boot from the SCSI DVD drive.  I have setup a BOOTP/TFTP/NFS server for netbooting following the instructions I found here:  https://docs.freebsd.org/en/books/handbook/advanced-networking/#network-diskless
It appears to launch loader and the twiddle spins briefly before it stops and nothing more happens.  The HMC reports the status as Running with a Reference Code of CA00E105 which means "Transfer control to the operating system (normal boot)".
