It seems portlint stops warning if blank lines between BUILD_DEPENDS,
LIB_DEDPENDS and RUN_DEPENDS are removed.

As is written in the section 10.2 of Porter's Handbook, it is
recommended to check your Makefile with portclippy and portfmt.
