Add devel/viewvc, and update devel/viewvc-devel

ViewVC 1.3.0 was released on 2026-05-26.

Changes from 1.3.0-beta1 (1.3.0-20251023 in devel/viewvc-devel):
- fix exception on redirection response.
- Add feature to validate environment variable HTTP_HOST
- Bump up minumum supported Python version to 3.10 (changes are document only)

So now is the time to resurrect devel/viewvc :)

Also update devel/viewvc-devel port to the latest commit, although there is no
difference between 1.3.0 release and 1.4.0-dev except version number now.
However I hope it will have experimental git repository support
(https://github.com/viewvc/viewvc/pull/388).
