The shar file for sysutils/talosctl as per the porters' handbook

Talosctl is the CLI tool used to manage Talos Linux clusters, similar to how
kubectl is used to manage Kubernetes. This port allows management of Talos
Linux clusters from a FreeBSD workstation.
