Update to 0.16.6

Upstream changes in the 0.16.x release series include significant refactoring
and the separation of the CLI utility into its own dedicated repository. 

Changes in this update:

- mail/stalwart: Update to 0.16.6
- mail/stalwart-cli: Create new port for the decoupled stalwart-cli (v1.0.7)

- Licenses: Properly define dual-licensing (AGPLv3 and SELv2) using
LICENSE_COMB=multi and specific LICENSE_FILE paths for both ports.

- Configuration: Stalwart 0.16.x now auto-generates its configuration by
default.
