security/rpm-sequoia patch

Currently rpm-sequoia only installs lib/librpm_sequoia.so.
To me, the proper would be to follow the Soname versioning scheme
for rpm-sequoia and create the proper symlinks to the lib.

I attach the patch with a suggested fix, bumping PORTREVISION.
