I took a look at your wg0.conf and tried to set up an as-close-as-possible
equivalent on my own system; however, the tunnel comes up on every boot. I
don't really have many good ideas what could be going on here.

Do you see anything related to the wireguard rc.d file in the boot output?
Also, what does "service -e" show on your system?
