v0 draft

along the way i ran into a handful of errors but none of which seemed to take
the shape of upstream issue #2407. however i've only tried with [non-default]
openmpi-5.0.x (this year).

not sure if some of these missing/moved files indicate further alterations to
the port are needed but this seemed good to me. (have not run unit tests). i
have two ancient machines on 2.5 GbE so i am not the guy to really test this. i
only built this (and its dependencies) from ports so maybe one or more of these
files disappear/reappear when built in isolation.
