Patch to update devel/mill to 0.12.5

Hello,

I've updated points #1 & #2 in the patch.

For #3 I'll explain how I arrived at v12.5. For versions of mill > 0.12.5 the
artifacts are now published only on maven, and after v0.12.7 the artifact
structure themselves has changed. As I'm new to raising port upgrades, and the
feature I needed was in 0.12.5, I elected to do a simple upgrade to this
version; and then follow up with an upgrade to either 0.12.17 or 1.1.x.
