Patch to update devel/mill to 0.12.5

Hi,

The previous release line of the mill scala/java build tool had a final release
from the current assembly location, so I made a patch to update it this
version, 0.12.5.

There are many changes since the last 0.11.10 release. The changelog can be
seen on the following url:
