patch to update to 9.4.0

The patch is to make it work with our current setuptools. There was an upstream
issue, but that was closed. https://github.com/sabnzbd/sabctools/issues/171

I think this is ok, until our setuptools is updated. I understand that with a
newer setuptools it should just work without the patch.
