New port patch for rakarrack-plus-lv2

So I discovered how to do OPTIONS in the Makefile and added the upstream
options from the readme.

I also removed SIMD and added 2 optimizations as options, one for march=native
and one for Ofast. I am aware that these 2 options makes the binary dependant
on the local machine, that's why they are options. They both work very well on
my old hardware.
