fehQlibs provide a basic framework for byte, string, I/O, socket, and
IPv4/IPv6 handling together with a constant database (cdb) and a full
dnsstub resolver for Internet services. Public domain license.

This port is a prerequisite for ucspi-tcp6, ucspi-ssl, and s/qmail
(Erwin Hoffmann's qmail fork), which are likely future port submissions.

Tested on FreeBSD 16-CURRENT/amd64 (poudriere not yet run).
