I think you took the phrase "please replace with LICENSE" too literally.
It says that the use of RESTRICTED=yes itself is deprecated and needs to be
replaced with the LICENSE section (consisting of several variables).
Namely, that RESTRICTED=yes is replaced by LICENSE_PERMS with some set of
values.
But my knowledge of English does not allow me to analyze the license text [1]
and description in Mk/bsd.licenses.mk and Mk/bsd.licenses.db.mk to select the
correct set of values ​​for LICENSE_PERMS.
