[Bug 270157] ports-mgmt/portupgrade: with portupgrade -P install of ports-mgmt/pkg fails

I am closing this bug because ports-mgmt/portupgrade is unmaintained
(ports-bugs@) legacy tooling. bapt@ (pkg maintainer) indicated the issue is in
portupgrade's handling of pkg upgrades, not in pkg itself. The recommended
approach is to use poudriere for building and `pkg upgrade` for installation.
With portupgrade being unmaintained, this bug is unlikely to be fixed.
