[Bug 272510] graphics/gd and graphics/openexr form a circular dependency loop with some options

I am closing this bug because the circular dependency between graphics/gd
(AVIF/HEIF options) and graphics/openexr (DOCS option via devel/doxygen) is a
design-level ports framework issue that cannot be resolved in a single bug
report. The AVIF option is already marked BROKEN. There has been no response
for over 2.5 years, no patch, and the reporter's question about expressing
cross-port option incompatibility is a broader framework limitation.
