I am closing this bug. The rc.d script defaulting to the clamav user is
intentional security behavior, and the documented workaround (setting
clamav_clamd_user="root" in /etc/rc.conf) is the correct way to override it.
ClamAV has been extensively reworked and is now at version 1.5.2. Running clamd
as root is a discouraged configuration. No patch was submitted and no activity
since 2021.
