I am closing this bug because the main issues (--ssh flag and STEPPATH export)
were fixed in version 0.17.4 as noted by the maintainer mw@wipp.bayern in bug
#258831. The remaining directory permission edge case only occurs when manually
deleting and recreating /usr/local/etc/step, with a known workaround (chmod
go+rx). The port has been updated multiple times since.
