Port for openpgp-card-ssh-agent as a shar archive

I would like to submit a new port for security/openpgp-card-ssh-agent.

This package provides a specialized SSH agent that uses OpenPGP card
authentication keys for secure SSH-based authentication. It ensures that
private authentication keys never leave the hardware, providing a robust,
hardware-protected alternative to software-only SSH keys.

Technical Validation:
- Portlint: 'portlint -AC' passed with 0 errors and 0 warnings.
- Build: 'make stage' completed successfully on FreeBSD 15.0-RELEASE.
- Testing: Verified correct installation and execution of
'openpgp-card-ssh-agent'.

I  would like to maintain this port. This port is part of a suite of OpenPGP
card tools; please also see my related submissions for openpgp-card-tools and
openpgp-card-tools-git.
