Port for openpgp-card-tools-git as a shar archive

I would like to submit a new port for security/openpgp-card-tools-git.

This package provides specialized tooling (the 'oct-git' binary) for Git
signing and verification using OpenPGP cards. It focus on making
hardware-backed
cryptographic operations seamless within Git workflows, ensuring that private
keys remain protected on security tokens or smart cards.

Technical Validation:
- Portlint: 'portlint -AC' passed with 0 errors and 0 warnings.
- Build: 'make stage' completed successfully on FreeBSD 15.0-RELEASE.
- Testing: Verified correct installation and execution of 'oct-git'.

I would like to maintain this port. This port is part of a suite of OpenPGP
card tools; please also see my related submissions
for openpgp-card-tools and openpgp-card-ssh-agent.
