- add PORTSCOUT to stay with stable versions only

- "portlint -AC" gives non-relevant warn.
- "portclippy Makefile" is happy.
- "portfmt -D Makefile" is happy.
- Tested with:
FreeBSD 15.0-RELEASE-p4

portfmt-1.1.6
pkg 2.6.2
poudriere-devel-3.4.99.20260303
git-lite-2.53.0
perl 5.42.1
openssl 3.5.4
- built-in perl tests in a clean poudriere jail say: PASS.
